On July 29, 2023, the Automated Permanent Academic Account Registry [“APAAR ID”] was introduced by the Ministry of Education [“MoE”] through a panel discussion on the implementation of the National Education Policy, 2020. It falls under the ‘One Student, One Unique ID’ initiative and aims to assign students unique IDs linked to their Aadhaar numbers. These IDs would track lifelong educational records.
The APAAR ID (Automated Permanent Academic Account Registry) was introduced by the Government of India under the National Education Policy (NEP) 2020. This initiative has been undertaken to provide a unique ID to students across the country, which will help in better tracking academic achievements and smooth transitions between educational institutions.
The enrollment process started in October 2023, with MoE urging state chief secretaries to have schools help students create APAAR IDs. Parental consent was required for students under 18, prompting schools to hold special parent-teacher meetings for approval. Also, reports have emerged that it is being coercively imposed on students despite parental concerns and without any opt-out mechanism.
Key Features of APAAR ID
- Unique Identification: Every student is provided with a unique 12-digit APAAR ID, which becomes an identifier for the lifetime, from pre-primary education to higher studies.
- Digital Record Keeping: The APAAR ID enables students to keep and manage their academic records digitally. It includes all academic credits, degrees, scholarships, and co-curricular achievements, and thus it becomes easy to access and transfer the record when required.
- Integration with Aadhaar: The APAAR ID gets linked with the Aadhaar number of the student, making it more secure and authentic. The parent's consent is mandatory for children as well in the registration process.
- DigiLocker Integration: When the APAAR ID gets generated, it is then stored in the DigiLocker account of the student which makes all the academic documents easily accessible and managed in an online manner.
Steps to Register for APAAR ID
- Obtain Parental Consent: Before registration, schools must obtain consent from parents or guardians of students.
- Create a DigiLocker Account:
- Visit the DigiLocker website or download the DigiLocker app.
- Click on "Sign Up" and enter your mobile number and Aadhaar card details.
- Complete the e-KYC process by granting permission to share your Aadhaar information with the Academic Bank of Credits (ABC).
- Register for APAAR ID:
- Log in to your DigiLocker account.
- Navigate to the Academic Bank of Credits section.
- Fill in your academic details, including school/university name, course, and other required information.
- Submit the form to generate your APAAR ID
Accessing Your APAAR ID
Once registered, you can access your APAAR ID through the following steps:
- Log into DigiLocker: Use your credentials to log into your DigiLocker account.
- Navigate to the APAAR Section: Look for the option related to APAAR ID on the dashboard.
- Download Your APAAR Card:
- Select the option to download or print your APAAR card.
- The card will contain a unique 12-digit number that you can use for all academic transactions.
