ज्या बँक खात्यात सरकारी योजनांच्या थेट लाभाचे (डीबीटी) पैसे हस्तांतरित होतात, त्या खात्यांची केवायसी नसली तरी ती खाती गोठवू (फ्रीझ) नका, असे निर्देश भारतीय रिझर्व्ह बँकेने बँकांना दिले आहेत (Reserve Bank of India (RBI)).
डीबीटीद्वारे केंद्र सरकारकडून सबसिडी, पेन्शन आणि काही विशेष योजनांचे पैसे देशभरात असलेल्या लाभधारकांना हस्तांतरित केले जातात. केवायसीअभावी खातेच बंद झाल्यास या योजनांच्या मार्गात अडथळा निर्माण होतो, त्यामुळे ही खाती गोठवली जाऊ नयेत, अशा सूचना रिझर्व्ह बँकेचे डेप्युटी गव्हर्नर स्वामीनाथन जे. यांनी दिल्या आहेत.
स्वामीनाथन यांनी म्हटले की, रिझर्व्ह बँकेच्या सूचनांचे पालन योग्य होत नसल्यामुळे बँक खाती गोठवली जात आहेत. त्यामुळे ग्राहकांना त्यांचेच पैसे मिळेनासे झाले आहेत. यामुळे खातेधारक त्रास सहन करीत आहेत. रिझर्व्ह बँकेचे डेप्युटी गव्हर्नर स्वामीनाथन जे. यांनी सांगितले की, अनेक कारणांमुळे बँक खात्यांची केवायसी रखडल्याचे आढळून आले आहे. याला बँका दोषी आहेत.
RBI pulled up banks for freezing accounts that receive direct benefit transfer (DBT) funds from govt due to incomplete KYC. Banks have also been found to be at fault for delaying KYC updates, resulting in accounts getting frozen.
Addressing directors of private sector banks, RBI deputy governor Swaminathan J said that banks must "ensure that KYC guidelines are followed with both precision and empathy." He pointed out that in the past RBI had given instructions to banks, asking them not to freeze accounts that receive government transfers for want of KYC. KYC or know your customer norms pertain to obtaining identity and address proof to prevent money laundering.
The Reserve Bank of India (RBI) has guidelines for banks to partially freeze accounts of customers who don't comply with Know Your Customer (KYC) requirements. The RBI's guidelines are as follows:
Initial notice
Banks must provide customers with a three-month notice before partially freezing their accounts.
Partial freezing
After the initial notice, banks can partially freeze accounts by allowing credits but not debits.
Final freezing
After six months of partial freezing, banks can freeze accounts by disallowing all debits and credits.
Account closure
Banks can close accounts of customers who remain non-compliant after six months of partial freezing.
Customers can unfreeze their accounts by submitting KYC documents.
Banks may also freeze accounts if they are unable to verify KYC documents or suspect identity theft.
If your account is frozen, you can:
Contact your bank's customer care or visit your branch to understand the reason for the freeze.
Gather documents that prove the legitimacy of your account activity.
Consult with a lawyer.
Cooperate with law enforcement and provide all requested information.
Contact the Investigating Officer (IO) assigned to your case.
