Subscription योजना असली, तरी ती OTT प्लॅटफॉर्मसंदर्भात नाहीये.
केंद्र सरकारने वन नेशन, वन सबस्क्रिप्शन योजनेला मंजुरी दिली आहे. ही योजना शिक्षण क्षेत्राशी संबंधित आहे. ONOS 'वन नेशन वन सबस्क्रिप्शन योजना' शिक्षण संस्थासंदर्भात आणली गेली आहे. केंद्र सरकार आणि राज्य सरकारच्या अखत्यारित येणारी विद्यापीठे आणि शिक्षण संस्थांना आंतरराष्ट्रीय स्तरावरील प्रसिद्ध जर्नल्स म्हणजे मासिके, अनियतकालिके, संशोधन पत्रिका एकाच ठिकाणी उपलब्ध करून दिल्या जाणार आहेत.
‘One Nation One Subscription’ योजना कशी करणार काम? ही योजना इन्फॉर्मेशन अँड लायब्ररी नेटवर्कच्या माध्यमातून लागू केली जाणार आहे. INFLIBNET जे विद्यापीठ अनुदान आयोगाद्वारे चालवले जाते. Information and Library Network (INFLIBNET) ही प्रकाशकांना पैसे देईल आणि उच्च शिक्षण संस्थांना जर्नल्स सहजपणे पोहोचवले जातील.
सध्या कसे आहे जर्नल्स सबस्क्रिप्शन? आतापर्यंत अनेक मंत्रालयाच्या अंतर्गत दहा-दहा वेगवेगळ्या लायब्ररी कन्सोर्टिया काम करत आहेत. त्याचबरोबर प्रत्येक शिक्षण संस्था त्यांच्या स्तरावर वेगवेगळ्या जर्नल्सचे सबस्क्रिप्शन घेतात. ओएनओएस योजनेमुळे सर्वच सरकारी उच्च शैक्षणिक संस्था म्हणजे केंद्रीय विद्यापीठे, राज्य विद्यापीठे, महाविद्यालये आणि महत्त्वाच्या राष्ट्रीय शिक्षण संस्थांना एकाच प्लॅटफॉर्मद्वारे आंतरराष्ट्रीय जर्नल्स मिळणार आहे.
सरकारने या योजनेसाठी ६००० कोटी रुपयांची तरतूद केली आहे. हे पैसे ३ वर्षांसाठी म्हणजे २०२५ ते २०२७ या काळात खर्च केले जाणार आहेत. योजनेतंर्गत ३० आंतरराष्ट्रीय प्रकाशकांची जवळपास १३ हजार जर्नल्स उपलब्ध करून दिली जाणार आहेत. ही सुविधा देशभरातली ६ हजार ३०० शिक्षण संस्थांना उपलब्ध करून दिली जाणार आहे. यात केंद्र, राज्य आणि इतर संशोधन करणाऱ्या शैक्षणिक संस्थांचा समावेश असणार आहे. ज्या संस्थांकडे पुरेसे संसाधने नाहीत, त्यांनाही आता जर्नल्स मिळू शकणार आहेत. प्रत्येक शैक्षणिक संस्थेला स्वतंत्रपणे जर्नल्स घेण्याची वेळ येणार नाही. यामुळे वेळेबरोबरच पैशांची बचत होणार आहे.
The Union Cabinet has given the green light to the ‘One Nation One Subscription’ (ONOS) scheme. The initiative seeks to provide students, faculty, and researchers access to globally renowned scholarly articles and journals.
Under this Central Sector Scheme, Rs 6,000 crore has been allocated for three calendar years: 2025, 2026, and 2027.
The Department of Higher Education will operate a unified portal, ‘One Nation One Subscription,’ allowing institutions across the country to access journals seamlessly.
Cabinet approves One Nation One Subscription (ONOS)
The Prime Minister in his address to the Nation from the ramparts of the Red Fort on 15th August, 2022, had pointed out the importance of Research and Development in our country in the Amrit Kaal. He had given the clarion call of “Jai Anusandhan” on the occasion.
The NEP 2020 has also identified research as a corequisite for outstanding education and development in our country.
The establishment of Anusandhan National Research Foundation by the Government of India was a step in this direction.
In response to the vision of making India Atmanirbhar and Viksitbharat@2047, the Union Cabinet approves One Nation One Subscription scheme to provide country-wide access to international high impact scholarly research articles and journal publications to students, faculty and researchers of all Higher Education Institutions managed by the central government and state governments and Research & Development Institutions of the central government.
The initiative will open a goldmine of knowledge available in top quality scholarly journals to nearly 1.8 crore students, faculty, researchers and scientists of all disciplines, including those in tier 2 and tier 3 cities, thereby encouraging core as well as interdisciplinary research in the country
A total of 30 major international journal publishers have been included in One Nation One Subscription. All of the nearly 13,000 e-journals published by these publishers will now be accessible to more than 6,300 government Higher Education Institutions and central government R&D institutions
Access to journals will be provided through a national subscription coordinated by the Information and Library Network (INFLIBNET), an autonomous inter-university centre of the University Grants Commission (UGC) through an entirely digital process
A total of almost ₹ 6,000 crore has been allocated for One Nation One Subscription for 3 calendar years, 2025, 2026 and 2027 as a new Central Sector Scheme
One Nation One Subscription is a timely step towards establishing India in the global research ecosystem by bringing ease of doing research to the doorstep of all students, faculty and researchers in the government institutions
